The hazy laws around contraband smokes

Quebec has given its provincial and municipal police forces authority to investigate tobacco crimes and lay charges. It has provided additional funding to those forces and the federal government has agreed to let them keep any “proceeds of crime” seized during investigations.

If that is the case, Ontario should follow suit. Not because it would return lost revenue to corner store owners but because heavy public investment in anti-smoking campaigns is undercut by cheap cigarettes, and out of general respect for the law. [Emphasis added]
