House Oversight and Government Reform Committee unanimously approved March 20 a bill that would modify statutory federal cybersecurity program requirements.
The bill (H.R. 1163), which would need approval by the full House and the Senate before it could become law, would amend the Federal Information Security Management Act. The House approved the same legislation in April 2012 but the Senate did not advance it beyond committee.
Among the changes the bill would institute would be restoration of the Office of Management and Budget as the primary oversight authority of agency information security policies and practices. OMB in 2010 shifted much of that responsibility to the Homeland Security Department.
Under the bill, sponsored by committee Chairman Darrell Issa (R-Calif.), OMB would oversee a federal information security incident center to which federal agencies–including those operating national security systems–would report threat information.
