The National Archives and Records Administration (NARA) is publishing a Federal Register notice announcing, and seeking comments on, a Direct Final Rule which revamps “ISCAP’s bylaws and appellate procedures and publishes them in their own part for easier access.” NARA notes that “ISCAP previously published its bylaws as a regulatory appendix, Classified National Security Information Directive No. 1.”
NARA explains that “If adverse comment is received, NARA will publish a timely withdrawal of the rule in the Federal Register.”
