The Critical Role of Civil Servants

Historically, federal civil servants played a critical role in developing and implementing federal policy. The attached article in the Administrative Law Review,published by the American Bar Association in conjunction  with the Washington College of Law of the American University, sets forth in Section D on page 54  the critical role career federal employees had in the establishment of centralized regulatory review in the White House Office of Management and Budget.

A small population of western gray whales (WGW) migrate to an area off Sakhalin’s northeast coast to feed during summer months. Sakhalin Energy is committed to minimising any potential risk to the whales. An independent WGW Advisory Panel (WGWAP) provides expert advice to Sakhalin Energy and has acknowledged it is positively influencing the Company’s activities.

In December 2008, Sakhalin Energy won the inaugural Environmental Project of the Year award, established by the Russian Federation’s Natural Resources Ministry, for its Western Gray Whales protection programmes.

The Issue and Latest Status

Located in the Russian Far East is Sakhalin Island, the main feeding habitat for the western gray whale. Unfortunately, it is also a region now being developed by the oil and gas industry.

World Wildlife Fund is urging the companies involved in Sakhalin–ExxonMobil, BP Group, Rosneft–to postpone any development until a commission of experts has assessed the impact on western gray whales and made recommendations regarding further development in this area. We hope they will follow the positive example of Gazprom and Shell, which have already suspended their oil and gas activities. WWF is also demanding that the companies avoid any future activities inside the proposed new Sakhalin Marine Federal Wildlife Reserve.

Critically Endangered Western Gray Whales Found at Laguna San Ignacio (NRDC)

Laguna San Ignacio, along the Pacific coast of Baja California, is renowned as the lastundisturbed breeding and calving lagoon of the Eastern North Pacific gray whale.   Over a decade ago, this World Heritage Site was the focus of a successful international campaign by NRDC and others to prevent construction on its shores of the largest industrial salt works in the world.  Today it remains the focus of an international conservation alliance seeking to give the lagoon permanent protection.
