GAO: Need for Improved Compliance with Paperwork Reduction Act
"New Approach May Be Needed to Reduce Government Burden on Public," a recent landmark GAO Report, demonstrated that "Agency Review Processes Were Not Rigorous and Public Consultation Was Limited."

ICRs are required to meet 10 standards, including that the collection is necessary for the proper performance of agency functions, uses language that is understandable to respondents, and that the collection uses an appropriate statistical methodology (if applicable).

The study documented that agency Chief Information Officers certified information collection requests (ICRs) as meeting all applicable standards even though the legally required support for the certifications was often missing or incomplete.
