Pub. L. 106-554, Sec. 1(a)(2) (title I, Sec. 102(b)), Dec. 21, 2000, 114 Stat. 2763, 2763A-100, provided that: ''The amendment made by subsection (a) (repealing this section) shall apply with respect to employees appointed on or after October 1, 2000.'
