OMB should consider requiring the grantee who is sending data to the agency pursuant to a FOIA request swear that the data are complete as developed for the funded project. Also, OMB could require that grantees sending data to a federal agency pursuant to a FOIA request must sign an 18 U.S.C. ยง 1001 statement. CRE believes that this procedure would help assure completeness of the data retrieved under FOIA and thus would promote the public's right of full access.
