Government Accountability Office (GAO) has decided to uphold one of several protest points filed by Pemco Aeroplex Inc. of Birmingham that lost a tanker maintenance contract in September. After the service decided Sept. 10 to give Boeing the four-year, $1.1 billion contract for depot maintenance of its KC-135 Stratotankers, the rival company, then known as Pemco Aviation Group, protested that the Air Force did not properly weigh the cost and price changes Boeing added to its final offer or the possible risks the changes could introduce. The GAO agreed on that point. The service has 60 days to respond to the recommendation, which is not legally binding.

Pemco, now Alabama Aircraft Industries Inc. (AAII), also claimed the Air Force did not properly weigh the offerors’ past performance or mission capability, points the GAO denied.
