White is a member of the Seneca Nation of Indians. He’s reportedly building the ramp as part of a personal protest after losing a legal battle with New York state over allegedly selling untaxed cigarettes, according to WGRZ.
On March 15, an administrative law judge issued a ruling which upheld fines of $2.4 million accusing White of transporting untaxed cigarettes. White has claimed that the sale and transportation of cigarettes were legal because they were Native brands being shipped from one reservation to another in the state.
